Background of the Study
Goodluck Jonathan’s administration, which lasted from 2010 to 2015, introduced the “Transformation Agenda,” which was aimed at improving the efficiency of the public sector and promoting sustainable economic development in Nigeria. The agenda focused on key areas such as infrastructure development, human capital development, and governance reforms. The objective was to modernize public institutions, improve service delivery, and foster an environment conducive to private sector growth and investment.
In Adamawa State, particularly in Yola North, the capital of the state, the public sector plays a crucial role in governance and service delivery. The state has faced significant developmental challenges due to security concerns and resource management issues. The Transformation Agenda aimed to address these challenges by improving the efficiency of public institutions at both the federal and state levels, particularly in sectors such as education, health, and infrastructure.

Statement of the Problem
While Goodluck Jonathan’s Transformation Agenda has been widely praised for its focus on governance reforms and infrastructure development, the impact of these policies on public sector efficiency at the local level, especially in regions such as Yola North, has not been extensively studied. The public sector in Yola North, like many parts of Nigeria, has faced challenges related to inefficiency, mismanagement of resources, and inadequate service delivery. The study will investigate how Jonathan’s reforms, specifically targeted at improving governance and institutional capacity, have influenced the efficiency of public services and overall governance in Yola North.

The study will be limited to examining the period during Jonathan’s tenure as president, from 2010 to 2015, and will not extend to post-Jonathan policies or interventions.
